  • Covid 19 is a world medical emergency but international trade, Brexit and the global financial crisis are other global problems that concern governments, central banks and economists.
  • Pipelines carry the real cash of the world ... billions of dollars worth of oil, gas and water... and when corrosion causes a pipeline to leak it impacts national budgets and even multinational corporation budgets.
  • Pipelines are leaking because of corrosion, causing pollution and costing their owners billions of dollars, but there is no organisation that is addressing this problem using the scientific method.
  • Over the past 50 years I have advanced the science of corrosion control and the technology to utilise these advances by engaging a network of scientists, universities, engineers, technicians and other specialists into Cathodic Protection Network that is an internet facility distributed over social media, business networks and on the two main websites that I have constructed myself

    The title Cathodic Protection Network also describes the actual network of steel pipelines and facilities that serve the oil, gas and water industries from production to end user because the laws of electricity cause all buried and submerged metal to form an electrical circuit that determines the corrosion that naturally destroys metal. Corrosion can be regarded as a disease of the metal that can be studied and controlled.
    The science and technology that I have developed since 1972 is sound, well based and field tested. Cathodic Protection Network technology can fully automate corrosion control, using computers to calculate the electrochemical equilibrium of networks of pipelines and facilities that are subject to devastating corrosion.
    The structure of the network must include:-
  • Coordinators in each country and area of the world who must have good on line communication skills and who must initiate and coodinate chat between the following specialists who will work together as a team to control corrosion.
  • Pipeline corrosion control survey teams use the two main surveys that I originated to acquire data and transmit this to the software development teams.
  • The software development teams must use field data to calculate the exact positions of corroding coating faults and adjust the TR energy supplies to stop the corrosion.
  • The manufacturers must produce the required instruments and devices to make this work possible.
  • The engineers must design, install and commission the sources of DC electrical energy to balance the equilibrium of the system.
  • The consultants will liaise with universities, research establishments, specialist companies, international publishers and training organisations to redesign and manage courses to ensure sufficient manpower.
  • Financial controllers will provide sufficient funds up front to enable the personel to function without the need for disruption by human frailty.

    There must be no competition in this structure as we are cooperating and sychronising within the absolute laws of the universe.
    Corrosion is causing destruction at present because of the gaps between scientists and engineers, competing companies and consutants, governments and financiers.
    We understand that all money is created as debt and then lent to the people who actually create the value and deliver the services. This has resulted in our human resources being rendered incapable of delivering their product due to the struggle of living that is easily addressed by government grants for training, research and development, logistics and management that are necessary to support the Cathodic Protection Network project.
    We need your help to establish a head office in Bracknell that can be the official registered centre for the on line network in the UK that will take over the pivotal role that I am presently playing. It will need space for a laboratory and workshop as well as the computer hardware, but the main workforce will work from home using distributed sofware
    The funds can be handled by a financial controller of your choice in the usual way that international organisations function. The initial funding can be in the form of a training grant to the company that will be registered for the Coordinator for the UK who has already started studying and functioning. I have the details of this graduate who will be using this letter as a point of reference in her correspondence to the MP who is her representative in the UK government as well as for cooperating and synchronising with other CPN Coordinators throughout the world.

    Dear Mr Alexander,
    Thank you for contacting me about pipelines.
    I share your concern about pipeline leaks and it is important to restrain leaks, whether from our gas pipes or our water pipes.
    On gas, Britain’s gas network is one of the most efficient, resilient and advanced operations in the world, connecting over 23 million users through 284,000 km of pipelines. In order to ensure the gas network is secure and safe for use, I understand that the Health and Safety Executive’s (HSE) enforcement policy for the Iron Mains Risk Reduction Programme (IMRRP) addresses the failure of ‘at risk’ iron gas mains. This involves the replacement of old, corroded iron pipes with polyethylene (plastic) pipes.
    Launched in 2002 under Pipelines Safety Regulation (1996), the scheme aims to reduce the risk to consumers of gas leakage incidents from old iron mains. The Programme is also laying the groundwork for the use of the network to potentially carry decarbonised gases such as hydrogen in the future.
    The proportion of iron pipes has fallen from 80 per cent of the distribution network in the mid-1970s to around 20 per cent today. This is forecast to fall to around 10 per cent by the end of Ofgem’s forthcoming RIIO (Revenues Incentives Innovation Outputs) price control period (2021-2026) and fall to around 5 per cent by the end of the Iron Mains Risk Reduction Programme in 2032.
    Furthermore, to support this work, Ofgem are consulting on allowing gas network companies over £8.5 billion to invest and run their networks over the next 5 years and to help meet our net zero target.

    Thank you for your prompt reply and concern about corrosion leaks to the steel pipelines that transport the UK supply of oil, gas and water.

    I note that you have made enquiries about this subject but sadly the information that you mention in your email is in not complete as it refers mainly to the old cast iron and ductile iron pipelines that were included in the system when North Sea Oil and gas came on stream. I am aware of this system of upgrading and it was used on the old gas main that runs from Ascot to Bracknell. However. there are welded steel pipelines in the Bracknell Forest area that could leak and explode at any time due to the misunderstanding of the science governing the electrochemical reaction that is corrosion.

    I worked on the North Thames Gas network for about 4 years and was part of a team carrying out a condition audit under the guidance of the Gas Council, Experimental and Research Station (ERS) and knew two of their scientists personally. (Ron Crisp and Bob Greenwood)

    I personally investigated 100 excavations at locations identified by ERS and carried out my own procedures before and after excavation and had a 97% success rate compared to the 7% of the ERS procedures alone.

    I note that the government has allocated funds that match the needs of Cathodic Protection Network and I would like your help and guidance in directing a very small portion of this government created money to the end of establishing cash flow to the people engaged by our network to control corrosion to the pipelines in the UK and the world. The laws of science determine that it is impossible to apply cathodic protection to one pipeline without influencing the corrosion on all the other pipelines.

    Business Plans
    I have business plans available for each of the activities necessary for the functioning of the whole network.

    Science.
    I have proof using the, scientific method, that the science we are using is sound and can be engineered into practice.

    Technology
    The technology that we are using needs augmenting with licences to and from Google, Microsoft and Oracle in order to cope with the analysis of the data that is being acquired by survey teams globally.

    Financial control
    The government needs to appoint a financial controller to administer the funds that are necessary to mobilise this project.

    Global structure
    There are millions of miles of welded steel pipelines spanning the globe that are being maintained by an ad hoc assortment of specialists that have no coordination or universal guidance at this present time.

    Political benefits
    This project will bring work to Bracknell and the UK as well as creating acenter of scientific excellence that has a global reach.

    Established network
    I have already generated a global network that is increasing daily and that I can no longer service alone in the way that the followers deserve.

    Intellectual property.
    I have priority dates on all of the patentable components of my science and technology as well as copyright established on all my publications.

    Human resources
    I have an increasing register of available personnel who will fulfil the functions required to set this project in motion.

    This shows that I have contacted members of parliament and even the Prime Minister since the days of Margarette Thatcher asking for help in establishing the science and technology that I have developed.
    I am in direct correspondence with all interested Ministers of State directly and am publishing this whole thread of correspondence on my websites so that we can all watch progress and assist each other where necessary.
    I am not asking you to promote my business plans but I am offering the UK government a complete suite of business plans that you can give to the departments that are responsible for taking advantage of the new freedom you have negotiated from the restrictions of the European Union due to your success in achieveng Brexit. I am aware of the need for trade to replace the trade lost with one of the biggest trading blocks in the world and my network has direct links and intellectual property rights that extend into the BRICS Alliance countries as well as new RCEP countries.

    I am aware that all money is created by governments through quatitative easing that is given to corporations and companies including banks in order that they can employ workforces to produce real wealth and services. The five day event is to explain the structure that is necessary to control corrosion to the worlds oil,gas and water pipelines.

    However, there is something you can do with respect to all of the voters in your constituency and that is to help establish ahead office in oneof the many empty properties in Bracknell. This will provide high grade work for software developers, and the others identified in the following link that refers to the initial start up event.

    This event is being held in oil producing countries globally and is attended by scientists, engineers, financial controllers and CEO's of multinational and national corporations whose cash flow is threatened by corrosion failure. Control of Corvid19 is only possible using science and corrosion is a disease of the metal that can only be controlled by science.

    Cathodic Protection Network needs a training grant for the initial training of on-line coordinators whose duty it is to coordinate the discussions between specialists who will function as the team that will actually control corrosion.

    Please note that I am achieving all of this on my state pension in my small flat in Bracknell where I have built my laboratory that proves by repeated observation the science and technology that I have developed. I would like this to become available in a smalllaboratory and workshop in a suitable head office that is presently standing idle in your constituancy.
